Belize Considering an Investment Pathway to Permanent Residency (Not Law Yet)

Belize may soon introduce a new pathway that could allow foreign investors to qualify for permanent residency through
significant commercial investment in the country.

In December 2025, the Government of Belize’s Cabinet approved a policy proposal to create an
investment-linked route to permanent residency for foreign investors who commit at least
US $500,000 into qualifying commercial ventures in Belize.

Important: This program is not currently in effect. Cabinet approval is an early step.
The proposal must still go through Belize’s legislative process before it can become law and open for applications.

What Has Been Proposed

Based on the Cabinet-approved framework, the proposed program would require a minimum
US $500,000 commercial investment in Belize.
Final eligibility rules, definitions of “qualifying” investments, and application procedures have
not yet been published and may change during the legislative process.

Possible Focus Areas for Qualifying Investments

While final criteria are still being developed, the proposal is expected to prioritize sectors that support long-term
economic development, such as:

One widely discussed feature is the possibility of waiving the traditional one-year physical residency requirement
that typically applies before a person can apply for permanent residency.
However, whether and how that requirement changes will depend on the final legislation and regulations.

What Is in Place Today (Current Residency Options)

Until any new investor residency law is passed, Belize continues to operate under its existing immigration framework.
In general, people applying for permanent residency typically must:

  1. Enter Belize legally (commonly as a visitor/tourist)
  2. Maintain lawful status and renew visitor permissions as required
  3. Reside in Belize continuously for one full year before applying
  4. Limit time outside Belize during that year (commonly referenced as no more than 14 consecutive days)
  5. Submit an application for Permanent Residency and complete the required process

Qualified Retirement Program (QRP)

Belize also offers the Qualified Retirement Program (QRP), which can allow qualifying retirees to live in Belize
under a renewable program. The QRP is a separate option and does not automatically grant permanent residency.
